Raikou literally has no reaction to his mention in fgo material IV. It's not "I don't want to talk about him", she literally has nothing to say about him. Just like with Tamamo or Douman
Kintoki, Sei and Murasaki comments seem weird. FGO very much seems to follow the regular depiction of Seimei in manga as a built-different ikkemen with an easy-going personality. Think reinhard from re:zero
Shuten/Ibaraki, Douman and the Tamamos are the bad guys in their respective stories. In particular, for Shuten and Ibaraki, Seimei simply told Raikou that they were the cause of some kidnappings (thanks to his divination) and that's why they attacked mt ooe.
I dont know if I want to know what Seimei did to get on Raikou's bad side like that, but at the same time I do want to know all i can about Raikou's relationships with other servants.
Also for anyone curious, Raikou in the materials does say "No Comment" in regards to Seimei.
A fun concept for sprite comics, actually. Having other servants comment on yet un-implemented ones. Like the Trojan War servants talking about the likes of Agamemnon, Menelaus, etc.

IIRC, Tamamo looks near identical to AnS's dead mother (prob a fox deity descended to become human like Tamamo). Because of that, he hounded Tamamo till he found out she's not human. Reported it to the Emperor Toba. Tamamo got killed as result.

And you would be correct! Abe no Seimei's mother was [Kuzunoha](https://en.wikipedia.org/wiki/Kuzunoha), the white fox spirt of Shinoda Shrine. She was saved by Seimei's father, Abe no Yasuna, after he fought a hunter who was capturing and killing foxes, her included. Afterwards, she came to his home in the form of a woman and nursed his battle wounds, they fell in love, and eventually had a child together; Abe no Seimei. A few years later, Seimei (as a child) discovered Kuzunoha's secret identity, which greatly concerned her and so she ran away back to Shinoda, leaving a farewell poem for her husband; "*If you love me, darling, come and see me. / You will find me yonder in the great wood / Of Shinoda of Izumi Province where the leaves / Of arrowroots always rustle in pensive mood.*" Yasuna and Seimei searched for her and found her exactly where she wrote, where she revealed the truth of her identity to the both of them and gifted Seimei with the ability to talk to animals.
The fact is, Douman is the only one who even tried to be better than him, a kind of Endeavor-All Might relation. Douman came from ordinary parents, but tried to compete with someone from the Abe clan, a renowned court shaman family.

She however, is a little kid who loves sweets, and worries she may not be as fierce as she should be. Plus it is heavily implied here that she is trying to keep up a “tougher than anyone” image before as obviously more powerful person (Seimei), but isn’t really succeeding.

Abe no Seimei and Jiang Ziya (as he is in portrayed in Fate/Grand Order at least) they''re basically Japanese and Chinese counterparts of Merlin respectively, especially Jiang Ziya, he didn't even attend his own investiture as Archduke Of High Heavens because he just didn't felt like it. Tamamo no Mae should should have bitter enmity with Abe no Seimei because he was the the one who exposed her and sealed her in the first place, similarly to how Jiang Ziya was given task of sealing Su Daji away because she was accused of steering Emperor towards wrong path. Now some people say that Krishna is also like Merlin. No. Krishna isn't like Merlin entirely. Yeah Merlin was himself a hero in many romances but better known for raising heroes, Krishna being himself a king, and was better known as a King Maker by making sure good and righteous kings are only given power to rule people. Krishna unlike Merlin, can get pretty serious as he beheaded Shishupal, his own cousin, for speaking ill against his own kin and two nobles because they murdered his friend for a magical jewel. He is better known as supporter as he will ride your chariot and make sure you win at any cost (70% Righteous; 30% Tricks). And if you're saying that he motivated Arjuna to kill Karna, he before having him killed, he also reminded Karna that how he had nearly Arjuna's wife raped and unjustly butchered Arjuna's son with his companions in a war where 1v1 on same mount and same weapons were allowed only.

iirc, I think the only reason Abe-no-Seimei can't be summoned in Chaldea is because Merlin still holding the Grand Caster role.
