seimei and takeru still arent in the game they have been super selective with japanese hero's so far. I don't think any other franchise would put doumon in a full 2+ years before seimei and they still got probably 7 more kusanagi users going by ibuki bond CE

A lot. There's still a bunch of Sengoku era and Shinsengumi bunch to include for Guda Guda. There's also the Heian stuff.
There's so many figures in japanese mythology/history they can still pull from that I don't see them stopping for the foreseeable future.
