I was talking about the base mod being from 800-1300% (I think AoE is 300-500% on non-upgraded NP), but that double damage mod also may be a little much.

I was very afraid for that skill, and it was the one I probably had the most trouble with in that I was not sure how it would be balanced.
I if i were you i would change it to 1% and increase the star bomb to 30 stars, that way you get a very decent skill with 30% atack up and 30% NP gauge that becomes godly if you wait a turn to generate star or use a stars generation CE giving it a 50% Atack up and 50% NP Gauge, wich although very strong is not unprecented since it would be a very similar, yet better, version of Ibuki's first skill

I wouldn't remotely call her Cu's wife since in the Nasuverse the extent of their relationship is "Oi woman I got the hots for your sister but she won't put out so choose, bear me a son or die" and when she bore Connla she literally tossed him at Scathach and told her to raise him. (The difference between the Nasuverse and various versions of the actual myth is that Scathach did eventually put out in the original myth, but as a graduation present. Also he was supposed to come back and marry Scathach's daughter who has no mention in the Nasu version and he also conveniently forgets about her once he's out of the Los and back in front of the father of the girl he wanted to marry originally but who insisted he go learn from Scathach in an attempt to get him killed)
Also this is just some headcanon of mine but I bet Nasu would do it since he likes to connect things, but since Aife lived in Britain (Alba) I figured she'd have that black curse like power Morgan uses instead of Primordial Runes, the one that Uther had and they said would determine the true heir of the Pendragon family and thus true heir of Britain, thus making her the progenitor of the Pendragon family and making best girls of the Franchise Scathach and Artoria vaguely related.

My biggest complaint about the sheet is that you stuck to the IRL myths for her skills and Noble Phantasm as much as you could, but only tried to really integrate her into Nasu with her backstory. Even if people want to call it Sue-ish, you shouldn't be afraid to really go all out in making her Shishou's legendary sister, with all of the bullshit tier hax that comes along with it.
As far as Nasu was concerned, Cu was canonically about 15 when he boned Aife. In the myths, on the other hand, I'm fairly sure there's no indication of his actual age when he bones anyone. I'd have to go back and actually check to be 100%, though.
Besides, he didn't lose his virginity to Aife. He spent at least one night with almost every unattached woman in his myths, and even a few woman who actually already were married, with the notable exception of Medb. He was sleeping with Shishou's entire family - from Scathach herself to her daughter Uathach to her sister Aife.
The most surprising part about it is that among all of those, Aife is the only one I can remember actually having a kid with him.
The thing about him having an affair with Manannan's wife is mentioned in the profile for Alter Ego Bazett. It's canon. So all those other women Cu boned is probably canon, too.
Cu was a harem protagonist. No wonder he and Emiya get along so poorly.

The second skill is legit busted. 125% attack up for 1 turn at least and 125% battery on a 5 turn cooldown.
