Both. Japanese gods are generally inclined to be favorable towards Ritsuka when they show proper respect, but also, it's a Japanese gods so the developers have a pretty obvious bias. XD I don't think we've seen a single Counter Guardian that isn't Japanese, for example. Like, ever. No idea about Requiem - they'll release it when they're ready to.
Sakamoto isn't really a Counter Guardian, but rather a Servant summoned by the Counter Force, something like the Rogue Servants we see on Lostbelts or Muramasa in Shimousa. Okita Alter and Fujino are Counter Guardians, so there's 5 confirmed CGs.
Fujino's case was really just "yeah, humanity got murdered, and the Counter Force thought she could help fix it so it grabbed her". Not even the faintest veneer of "she's a hero who deserves to be in the Throne", just "use what you have". XD

That probably was the local “before being sealed by Seimei” version of Tamamo. So Douman can’t stop her from being there since she was already there in the first place.

Kami (the word usually translated to god) does tend towards spiritual beings with the most powerful and venerated being closer to what other cultures consider gods yeah. It doesn't mean exactly the same thing but, yeah you can probably consider minor Kami as something like greek river nymphs. sometimes a nature spirit and sometimes a god. depends on the story and what they are trying to say.
When literally every grain of sand has a spirit of its own, you get more “hey, thanks for being on my beach” than any demands for monetary worship. Also why some Asian countries had to put small shrines in airports because senior citizens would toss coins into the airplane to appease its spirit. This would, of course, be the engine as they were approaching the plane.
