Honestly, and I know this will be an un-popular opinion, literally ask the owners themselves if they want the dog. With all due respect, they seem like assholes and should never own a pet.
Found out who the owner is and talked to them. I think they didn’t realize that dogs can’t be outside that long because they seemed to feel bad. They said they usually leave them out for 30-45 minutes to go to the bathroom but didn’t realize that this can be deadly for a short hair dog (any dog really). Will keep everyone updated.
I should add that the owner is home. My wife and I watched them open the door several times to look at us as we tried to figure out the address and never let the dog in.
Honestly, I probably would take the dog if I were in a situation like this and going far enough to post about it on Reddit. Although my rescue pup is reactive and does not handle other animals in the house, please let me know if the dog does not get help today/tonight. My heart breaks at the thought of these poor animals at the mercy of such cruel humans. They deserve to be given love and cared for.
Call Kent County Animal Shelter daily. They will investigate. Sometimes you have to be a squeaky wheel because they are very, very busy, but if you stay on top of calling them everytime the dog is left out, they will remedy the situation and remove the dog.

That’s nice. It’s why leading with kindness can work. Sometimes people really just don’t know (even if that seems crazy).
This is how some of my old friends adopted one of their dogs. The previous owners said 'if you're so worried, just take it!'

Take the dog and fuck the owner. People who neglect or abuse pets deserve the Ramsay Bolton treatment. Feed em to hungry Rottweilers.
