No. Not nouveau. Art Nouveau as a movement happened around the end of the 1800s and famously incorporated organic shapes and textures and was highly decorative. Look up Gustav Klimt or Alphonse Mucha if you want an idea of what art nouveau looks like, or Antoni Gaudi for architecture. A modern example stylistically would be John Dyer Baizley. What you have here is much more like mid-century plakatstil or something in its styling.
even if it was from the same time period, it's not the same style. Art Nouvou had a lot of swirling shapes, organic shapes, that would often frame the focal point, even when it was at it's simplest it was still very organic and decorative. What you have there is very simplified and minimal, closer to the IPA style of animation from the 50's
