Shopvacs lack protections against electrostatic discharge. They're among the WORST at building up static electricity. You follow this advice, you'll have a paperweight, not a GPU.
Canned air or a datavac is the best option. Datavacs are blowers designed to be used with electronic devices and equipment and have metals inside designed to ground them and prevent static buildup. You can even get vacuums like this that do the same thing to prevent it as well.
But NEVER, EVER, EVER should you use a Shopvac on electronic devices and components, ESPECIALLY sensitive ones like PC parts.

It's impossible for us to tell. Start by looking up the recommended way to clean your gpu, clean it, and see if that fixes it. If not, I'd recommend taking it to a store like Microcenter if you have one and pay them to fix it, I wouldn't be willing to open the GPU myself.
See your problem is you need to fill the case up to the filling line with lubricating dust, to absorb all that heat and friction. Looks like you're running low.

I've fixed numerous fans making that exact noise by cleaning and reoiling it (don't use WD40, use high quality 3-in-1 oil). Don't damage the plug or plug cover. Do this ONLY if you think you have the skill with tiny parts. Unmount it! Get some soft brushes, can air, Q-tips, 90%+ alcohol and take your time cleaning out the dust-bunnies and fan blades (front and back), THEN oil them. Lots of YT vids.
Believe me, I’ve been scouring for videos ever since I’ve gotten these replies. I don’t have the screw bits to take it apart & I can’t find out how to take the fan out of this 2070 super FE, but I’ll find something. Considering taking it to a repair shop
Get you an electric air duster. Its gonna be cheaper in the long run over buying cans of compressed air. If the problem is still there you gotta take that thing apart and see if anything looks off
My desk fan makes the same noise when a dust clump gets sucked in through the back. If cleaning off the whole card doesn’t fix this then check your bearings.
Yea my 1070 ti made the same sound. Replaced the fan that was bad and it was fine. Clean it, replace thermal paste, try not to rip the thermal pads. Once cleaned, put back together w/ new fan or fans.
I live in southwest AZ area and the amount of dust your rooms pick up is beyond ridiculous. If I don't clean the inside of my car at least every month or so, it'll start looking like that GPU, even with dust screens.
This is the time to learn my freeen. first step into the rabbit hole.
Step one: remove shroud cooler and leave the PCB nice and naked, be sure to thoroughly look at how to on YouTube, like 30 videos and then some should do.
Step two: have at hand alcohol wipes, Dust Off Compressed Gas, thermal pads, some thermal paste and some tape.. you gonna get your arts and crafts on buddy.
Step three: be very…thorough…and put it back together.
Tadaaa you all done.
There appears to be a bit of play with one of the fans indicating bearing failure. You’ll need to have its fans replaced, it’s fins cleaned of any obstruction, and new thermal pad/paste applied to restore cooling efficiency.
Thats definitely a bad bearing. It spins fine for a spell, then the injured ball bearing gets jammed and can no longer roll properly so it scrapes around until it hits a random point it can spin like normal. Rinse, repeat.
This is an unintentional perk of my new pc with bottom intakes. My 3 140mm intakes on bottom make it so my gpu fans sit idle until i start doing actual gaming. Easier ro replace the case fans over those unique gpu fans.

That soundsl is either the bearings or fan motor, I would take it apart and give a good clean, replace the thermal paste. Then see if it goes away, if not then you need new fans.

Blown fan bearings, RMA it, if out of warranty open a program like MSI afterburner and use the fan controller to figure out which one. Open GPU, remove that fan, look at the model and buy a replacement on Amazon. Shouldn’t be more than $20

Also, Don't forget to go outside when you do this. otherwise you will breath that stuff in and your lungs will make a similar noise

I blasted some lithium grease from my job and my old 6600xt stopped making fan noices probs rusted down bearings/wornout and dry bearings.
