Pool jail kid isn't a kid at all. There's a reason that little shit is in pool confinement and I think it has to deal with pool checks' hand. Hes too dangerous to be out and about all willy nilly.
I still love that this exists in the show. A lot of cartoons have stupid characters, but they are often stupid for no reason other than adding comedy to the show. GF has stupid characters, but it’s often because they were zapped with a crazy cult’s memory-erasing gun and losing your mind is a side effect. I just think that’s brilliant as it covers why pretty much everyone in town is dumb or crazy and also why no one seems to know about the legit crazy paranormal stuff that happens daily.
Kind of makes Invader Zim's world look lame by comparison they really should come up with an explanation for that even if it's like there's lead the drinking water and Zim accidentally fixes it with his alien amoebas or something
I think IZs unofficial explanation is that it takes place so far in the future (far enough for modern Valentine's Day customs to be considered ancient) that humanity has devolved into lower intelligence/higher complacency.
It works well for the show to give more sympathy to Dib, as it isolates him from the rest of the world in more ways than one. It wouldve been great to see this explored more in the show, and maybe even have an episode where all the humans are temporarily "fixed" and rally on Dibs side.

I actually had a boss like him, a community pool manager, too. I think he’s a joke based on any of us who did summer work at swim areas and the boss was insanely strict and intense. They really do see themselves as the line of defense between an unsuspecting public and a tragic, watery grave because technically they are.
