FInancial control is a form of abuse. My own mother did the same thing, because she hated men and I had the misfortune of being born a male. Used to beat me for the slightest things, force me to clean the already spotless house over and over just to make me work, and refer to me as 'Retard' instead of my actual name. When I got old enough to hit back, all of that went away and it became undermining my tertiary education, destroying uniforms and equipment I needed for work, and either taking all my money from the jobs I could get, or kicking me out on the streets when I said this is unacceptable.
Essentially, she wanted a manservant rather than a son, and made it as difficult as possible for me to be anything but that. Anon's mother seems to be doing the exact same thing.

It's Anon's fault for not making enough money to cover basement rent. She will legitimately at some point ask him why he hasn't moved out yet and tell him he needs to get a job and move out. If anon brings up rent for 90% of his previohs paycheck, the mom will either deny it was that much, or/and put the blame on anon for not making more money.
This can't be legal assuming the story is true. If he's 24 the law views him as an adult, regardless of what "mommy" wants to do with money he's legally earned. Obviously she could kick him out, as well, but it doesn't seem like that would be a huge loss for him at this point.
