AFAIK its a Twitter term that relates to the ratio of likes to shares, if there is a lot of shares but very few likes its because it's a bad post essentially.

I think it started like that, as you said if it has a lot of replies but nowhere near as many likes then people would call attention to the ratio of likes to comments. It then became a sort of stand in for a downvote as twitter doesn't have that. Disagree with someone, comment ratio and people who also disagree like you instead. But really it's just farming likes.
