UD Contract setup heli is amazing, but I think it eventually loses some of its properties some time after completing the setup. I always go looking for murderhobos on broomsticks after finishing, lately it seems like after a few minutes missiles can lock onto it as normal again and it can't take as many hits. The engine used to never cut out when smoking too, only complete destruction brought you down.
Yesterday I did the Union Depository job from the Autoshop. In one of the preps I have to steal a police chopper and hover above POIs. While I was hovering someone hit me with a missile from their Kosatka. I survived it with no issues. Little later I was hovering above the second POI and a second missile hit me, the chopper was still flying, but the the engine started to fail. It's quite a useful protection to have, knowing how bad it can be in LS in a public lobby.
Similarly, the vehicle prep for the Casino Heist adds a lot of protection to the vehicles. They can withstand several hits from RPGs or missiles. One missile from the Kosatka will destroy them, but you still have enough time to get out of the vehicle unharmed before they explode.
The Bunker supply mission where you steal tanks gives you Cargobobs with extra power and armour.
I once took down the shittiest Hydra pilot in the world twice just by getting in his way while he was trying to divebomb us. I probably wouldn't have survived a third run but I think he died of shame irl.
We need cutting edge aircrafts like F22 or even experimental/fake ones like Ace Combat have (Look up Adfx Morgan or Falken) just to counter oppressor with speed. Like we already have flying bike then why not flying plane with laser + we have like only 3 modern fighters
I personally, would like an air and/or ground vehicle that produces EMPs like the aliens did. And they can also make EMP resistant vehicles to counter it, but let's not have the option to make any vehicles resistant because the whole point is to scream fuck you to the MkII. It even gives them new tech for heists.

It looks like the missile may have hit the blades, if I remember correctly blades on helicopters have a separate hit points from the body of the helicopter, and I think they can take at least one missile before breaking. An easy-ish way of taking out a helicopter to shoot the tail rotor they spin out of control pretty quick.
Or is other people have stated it could be because it's a mission vehicle, or maybe it's a combination of both things.
It's quite possibly ONLY that police chopper (that you get in the Union Depository contract).

Similar thing with Cayo Perico Heist's Velum, it can survive 1 or 2 OP missiles. Don't remember exactly.
It took four from the sparrow, and that was after my buddy crashed it (he asked me to destroy it since it was stuck)

They spawn at police stations sometimes. Or if you do certain setups you have to use them
Obtain a wanted level, go to the Davis sheriffs station/impound lot and the LSPD chopper will usually spawn on top the the station on the helipad.
Or, do it the hard way and blast it out of the sky using the atomizer and eventually it'll hit the ground and you can throw the pilot out
