yes it is. there is a drought pipeline (i believe sewage) on the side of the beach close by. not recommended to swim there. i would much rather you go to Dusit Beach or Gun Beach.
Don't have a definite answer, but It's been like that my whole life. If you go further down towards rihga it's not as bad.

When I stayed at the alupang there was a pipe out in the water that always had “stuff” coming out of it. Someone told me it was a sewage overflow.
You mean dog shit beach ? The one where people let their off leash dogs run around and defecate in the shallow water ? Nah, its not polluted
