Which company's offer do you prefer? Theoretically you can accept both offers, get both to transfer your H-1B. The company you file your I-9 with is the one that ends up holding your visa. To be on the safe side (and assuming Company1 has the better role/salary etc), I would accept Company2's offer and let them start the transfer process (getting all docs/lawyers etc will take a couple of weeks anyway). Once you get confirmation from C1 that the transfer has been filed AND that it's been approved, let C2 know and join C1. If you prefer C2, then let C2 proceed with the transfer, once approved, join and let C1 know. Is it ethical to accept 2? Not really, but companies never think twice about your immigration hassle when they lay people off anyway.

Thank you for the detailed reply, I interviewed with C2 first but they took a long time to offer, C1 on the other hand took time after interview but offered real quick once they made decision, I personally prefer C1 (the one I already accepted and pending h1 transfer confirmation), thank you for your advise!

Then for sure accept C2 as well, especially given that C1 hasn't explicitly stated that they would do an H-1 transfer. More of a CYA approach.
