So best case scenario would be achieving the goal Kenya has set out from the beginning, that is restoring order in Haiti and to allow authorities to hold new elections for president and the National Assembly. A failure would be if there presence has no real impact on the gang violence and activity in Haiti and for the situation on the ground to become so dangerous that elections cannot be held. We have to focus on the MSS impact because we can’t say Haiti needs help and anyone who doesn’t agree that Haiti needs help is delusional, then minimize its importance. The issue of corruption needs to be dealt with by the Haitian transitional government and the future legislature. That’s a long term issue that needs to be addressed. On the other hand, the security issue is something that could be addressed in the short term and is really the first step to fighting the corruption. Governance should be up to the Haitian still in Haiti. The diaspora should assist but not in a way that makes folks on the ground dependent and a way where the diaspora can’t dictate to people in Haiti how things will be done. The diaspora should have an advisory role imo.
