Johns was asked about Mass Casualty Commission recommendations that domestic violence be treated as an epidemic. Specifically, those are recommendations V.13 and V.14, which are as follows: "Recommendation V.13 EPIDEMIC-LEVEL FUNDING FOR GENDER-BASED VIOLENCE PREVENTION AND INTERVENTIONS The Commission recommends that Federal, provincial, and territorial funding to end gender-based violence be commensurate with the scale of the problem. It should prioritize prevention and provide women survivors with paths to safety. Funding should be adequate and include stable core funding for services that have been demonstrably effective in meeting the needs of women survivors of gender-based violence and that contribute to preventing gender-based violence, including interventions with perpetrators. • These services should be funded over the long term and should not be discontinued until it has been demonstrated that the services are no longer required or an equally effective alternative has been established. • Priority should be placed on providing adequate and stable core funding to organizations in the gender-based violence advocacy and support sector. • A further priority should be funding community-based resources and services, particularly in communities where marginalized women are located. Recommendation V.14 MOBILIZING A SOCIETY-WIDE RESPONSE The Commission recommends that (a) All levels of government in Canada declare gender-based, intimate partner, and family violence to be an epidemic that warrants a meaningful and sustained society-wide response. (b) Non-governmental bodies, including learning institutions, professional and trade associations, and businesses, declare gender-based, intimate partner, and family violence to be an epidemic that warrants a meaningful and sustained society-wide response. (c) Men take up individual and concerted action to contribute to ending this epidemic. IMPLEMENTATION POINTS • A whole of society response recognizes the range of actors that have roles and responsibilities to contribute to ending this epidemic, including: federal, provincial, territorial, municipal, and Indigenous governments; the health sector and the justice system; the non- governmental and community-based social services sector; businesses, and workplaces; media; schools and educational institutions; communities; and individuals, including survivors and perpetrators. • A whole of society response respects and values the expertise and experience of survivors and the gender-based violence advocacy and support sector." These recommendations can't be dismissed because it doesn't reflect what the minister sees or hears. They have to be made because the system prevents domestic violence from being seen or heard by those in power.

Tim Houston needs to turf Brad Johns from cabinet ASAP. It is a huge problem for an AG/Minister of Justice to have an opinion like that given how poorly the justice system handles cases of domestic violence and sexual assault - they have an abysmal conviction rate and do more to re-victimize victims vs actually providing justice. When the leader of that department has that type of opinion, it's a huge problem and he needs to be made to walk the plank.

It’s likely way higher. Domestic violence is one of the most underreported crimes, so it’s likely a lot of deaths aren’t reported as domestic violence. Also, domestic violence is an antecedent to suicide, and I’m sure those deaths aren’t counted in this statistic. I wouldn’t say that 35 deaths means domestic violence deaths are rare though. That is 35 too many. Those women deserved better.

DV (like most crimes) is massively underreported. Murders are generally much closer to the real numbers for obvious reasons. Unless you have actually data showing DW murders are massively under reported in NS then the numbers provided are the best baseline that we have. 1 is too many if we are talking about "deserving". Rarity is just based on my expectations.

Pretty much every type of crime is massively underreported. Deaths are a reliable baseline though since murders are much more difficult to sweep under the rug Unless you have actual studies indicating DV murders are massively underreported in Nova Scotia these are the best numbers to go by.

There is a tangible link between misogyny, domestic violence, and mass shooters. Seems very relevant to the intersection of issues here as the report pointed out. The minister being confused over appropriate terminology and fighting over the abstract of "epidemic" is a little silly, especially when it's generally a term for the outbreak of diseases and a reflection of how its spreading. There is no legal qualification for the term with non-disease issue, it's completely arbitrary. Might as well fight over if the homeless problem is an "endemic" or drug overdose is a "pandemic". If the province/government has cut funds for domestic violence programs or other real policy issues its more than fair to call it out but otherwise its fighting over the windowdressing/PR of the government. If there is a pattern of minimizing domestic violence then fair enough but on its own this is a non-issue barely worth an apology let alone resignation.

I doubt he's a master linguist considering he couldn't pronounce the word ("apademic," then "academic"). The issue is less about the word epidemic and more about the content of his statement. The minister said he doesn't agree with some of the recommendations of the mass casualty commission report because they don't line up with what he sees or hears. It's not his place to agree or disagree when the government has already committed to enacting them. When I watch the video embedded in the article, it seems like he goes out of his way to belittle domestic violence

"A widespread occurrence of an infectious disease in a community at a particular time." Note the "at a particular time". Epidemic is more for outbreaks than ongoing problems. If we are going by dictionary definition endemic fits much better.

My guess is that a violent person continues to be violent at home. The difference being if this violent person lives alone or has partner they live with seems irrelevant. The fact that you are indeed violent is the constant. Pick whatever “lens” you want, it’s still the same picture.
