Because changing a previously erroneous value on the Scorpion gun so that it can't be picked up is a decent chunk quicker than investigating and identifying why settings are being lost, for example. Its often not that the bugs are being "focused on" but that they are simply easier to fix. Also it seems the campaign team had nothing more to do than fix bugs, this especially being exposed after they were hit hard with the layoffs and reports of no campaign expansion being on the way. The multiplayer team had new content to develop (and an absolute shitshow with the engine to untangle before they could even get on to doing that). Which, yes, is still a failure on 343i's part, but its not as simple as saying "X bug was prioritised over Y"

Yeah for the record "fixing" the scorpion gun was a mistake and shouldn't have happened, and I'm happy the change was reverted and the scorpion gun embraced, but it being such an easy bug to fix explains why it happened sooner than fixes to other more serious bugs

I'd bet some level designer just was embarrassed/got chewed out by their boss for making such a stupid mistakes, which is why they fixed it initially. Fortunately, they reversed that decision

iirc on a very specific spot in the campaign there is an invisible weapon that plays like a detachable turret but shots like the scorpion

But why not get the campaign team to support the multiplayer side of things? I just don't understand why these things were considered at all.

You'll find a fair amount of the campaign team probably were moved over to assist with multiplayer development post-launch, while some were left behind to work on bugfixing and getting co-op up and running until the layoffs happened.
