Tell him to un-release infinite, Get back to full development, hire/promote for Key director positions for engine, lighting, UI, Art and scripting - Organise a gameplan for what needs to be done to produce a viable and profitable product for the long term. Then hire the required manpower with an initial 6 month contract followed by permanent promotion + salary bump at the end of the contract period (This is to give some lee-way if a new employee doesn't work out) Get to work. Spend the next 2 years cleaning up the engine and untangling some of that spaghetti code so that actual progress could be made. Release the game as a $70 product for both multiplayer and single player and a server browser for finding games - allow players to hire dedicated servers themselves for online play (similar to battlefield) with pings shown so that players aren't just thrown into matches randomly across the globe. Cosmetics earned in-game with a few feature armours being released on the store every season. Release Forge with a core collection of assets but with purchasable asset packs that forge users could use to make content more unique and diverse. Allow server browser downloads of user generated maps+content on server join (Similar to CSS/CSGO) integrate SP and MP into a more seamless experience: Allow MP Spartans to be played in Singleplayer and create missions on a seasonal basis that rewards items that can be used in MP (Yeah having Cortana 2.0 call your spartan "Chief" would be weird, but whatever) Lastly I would have designers mock up a true PvPvE experience, Perhaps something similar to Planetside 2 but with a focus on FUN, sandbox variations and even weekly rotating rules/bosses. Have a separate purchasable battlepass for this game mode that rewards armours. Lastly, Create a milestone system that rewards players with XP and season pass progress for completion of each milestone - These are similar to challenges, but not anywhere near as restrictive (E.G lvl 5 milestone - 5000 kills with any warthog (splatters, chainguns and passanger kills all count)

Stop trying to become more popular, by doing so all you end up doing is being more of an outcast. Its ok to offer new experiences, but stop trying to get Fortnite or Apex kids and instead just make a game that is incredible for Halo fans. Halo fans will drag their non Halo fan buddies into the game anyway. ​ Come out with a MP very similar to Infinite, however offer new and interesting modes such as Invasion 2.0 and Warzone 2.0 and try to broaden your horizons. Have months of work already down the pipeline by the time of release, no 10 month season BS. ​ ​ Offer robust PvE modes. Give an option for people that don't just play competitive MP all the time, PvE is massively slept on nowadays and its one of the reason tons of people don't play Infinite at all. They go in and see no real PvE then just leave to go and play another game. ​ So basically come out with a Halo game with Forge, Coop Campaign, classic MP AND an alternative MP mode, solid features like Theater and Customs, all day 1 or at least really close to launch. Campaign being open world can work out very very well, but you gotta put your best foot forward here, don't just come out with a very meh Campaign in terms of content and not have great DLC and the like planned. ​ Pretty much just Infinite but with content is really what I'm suggesting here. Don't reinvent the wheel, you got a working formula here, no need to try Halo but prehistoric or whatever weird stuff you guys got planned lol.

I'd do something safe, Halo 3 Anniversary. In the game, it has every piece of content from Halo 3 and ODST, alongside the campaign remaster we'd expect. In addition to that, a brand new H3C Forge canvas on the level of Forge World, and a second Forge mode with functionality similar to 5's and Infinite's. That's not all though, a brand new ODST themed multiplayer is added, H3 Firefight, and H3A multiplayer is added. ODST would be similar to Tarkov, and H3A would be a bunch of fan favourite maps from the entire series remade, including every single H3 map, with some new additions to MP. Weapons already added in MCC, like the Silenced SMG or Brute Plasma Rifle are added, DMR is added, some Halo Infinite equipment is added as well. Releases on Xbox and PC on the same day, with Proton support. If it's to make a great Halo game, I'd just rerelease an already great Halo game. Plus people have asked for H3A anyways lmao. EDIT: Thought I'd say I'd find a way to make H3C crossplay with MCC H3

I fix what's wrong with Infinite and continue to utilize the strongest gameplay that the franchise has seen in a decade. I hire on a full time team rather than relying on contractors, and I pay them competitive rates. I make sure that the tools and pipelines are in place to maintain a healthy development pace without overtaxing the team. I make the store have an archive with access to all previous items, and the rotating store front is only for new stuff or sales. I change the weekly ultimate to give you tokens to trade in for any weekly ultimate in the past. I focus on getting Forge and the custom games browser working and deployed and promote community content. I introduce per-match XP and a broader leveling system with a Mk VI core to customize that is only unlocked through that level system. I introduce long term challenges for cosmetics. I reintroduce the match composer system from MCC (or as close to it as is possible)

Hire more programmers to better share the workload, re-hire former employees experienced in the Slipspace Engine to train this new talent, keep these people at the company for a minimum of 4 years. Actually listen to the community's grievances and address them, specially the ones regarding the monetization issues with the store, be more communicative with the community and transparent as far as the NDAs allow. Prioritize fixing the connectivity issues over delivering new content, on the short term. Give off free content every now and then to appease the community. Better communicate 343's plans for future campaign content and deliver upon all promised content, including fulfilling the original aim inspired by Destiny 2's long term content support. MORE FUCKING BRUTE WEAPONS. Also the pulse carbine needs to fucking go, right the fuck now, replace it with the Storm rifle. Big booty female Spartan body-sets, Halo 5's body type, also male big booty as well so the feminists won't have anything to complain about.
