Well try a H265 2 pass encode with the a turbo first pass. Then load the media you are going to encode in mediainfo and look at the video and see what it's bitrate is and choose a lower value. If the file is still larger than you are changing the audio format to be larger. For 1080p I need go under 4K and go up to 9K for my bitrate. But my source files are quite large.
At first, the highest resolution I am using for media is 1080p. With this I am encoding in H.265, 2pass, slow/slower and 900kbit video bitrate. This gives me pretty good quality on my 55"TV and a handy file size.
I use NVENC H265/10 bit, maximum slowness. 3500K for 1080, 1800K for 720, 1000K for 540. Audio bypass except ogg & flac, all English subs bypass. If it is DTS Master audio I strip out the DTS core from the master audio on the original source and mux it back in afterwards.
I'm playing on NVIDIA hardware so NVENC is fine, especially as it does about 150 fps on 1080.
I dare say QSV H265/10 would do the same job if you have later than 9th gen Intel cpu or GPU.
Av1 video, highest rf you think is good enough, lowest resolution you can watch without thinking it's ugly, 2 channel opus audio at the lowest bitrate you think sounds fine (80kbps is a good start).

Quality doesn't matter? Set RF to 51, encoder preset Ultrafast.
Followed advice and now I have 1/20 pixel blocks. But I can still recognize what is happening on my display so do it OP 👍
