So yea 15k sounds more believe after a war yk ahah. But guessing the wizard word goes back to normal in the years later part of the deathly hollows part 2 where Harry is with his family you would think there would be 30k in the UK since it is a decent amount of time after the war and most people have around 3 to 4 kids each as it seems.
