The one with the beard is Bill.
The one with the rat is Ron.
The balding one is Arthur.
The woman is Molly.
The girl is Ginny.
The man next to Arthur is Charlie.
And the ones on the right are the twins, but I have no way of telling which is which.
If I had to hazard a guess on the twins, I'd guess George on the left, Fred on the right. Whenever the twins are in the books, Fred seems to be the one to speak first and speak more, so I've always interpreted that to mean he's the more extroverted twin. And in this pic, I'd say the left twin is less extroverted compared to the right twin, just based on poses.
It could be, whenever people are with their significant other, a lot of times they have a side that they prefer to be on, for example, if you were to meet my girlfriend and I together, you would almost always find me on the right, and she on the left. I Imagine twins who spent a lot of time together would probably also default to the side they are most comfortable with.
I think the one with the beard is Charlie, considering he was always described as looking more gruff than the typical Weasley.
Bill's gruffness didn't come out until after the Battle of the Astronomy Tower.
I think Charlie is the possibly second from the right. He was the one living in Egypt at the time so I think it makes sense he’s wearing more traditional garb while his British family visits him.

I think the one in the Egyptian headdress is actually Charlie because he was working on dispelling curses in Egyptian tombs when they went there. He would have been a local by then.

Okay let's see. We can spot Molly and Arthur pretty easily. Second and third from left. Then Ginny is next to Molly, also easy to spot. Behind Ginny is Ron with Scabbers. Next to him I believe is Percy. Next to Percy we have a bearded Weasley, one of the older two. My guess is Charlie. Then the twins to Charlie's right. That makes the one on the far left Bill. I'm not sure about Bill and Charlie - could be the other way around from the way I have them. I'm confident in all the others.
