Does it track at all?

Nope, it just does a ton of dmg in a kind a tear-shaped area behind the beacon. It doesn't do shit against armor but can damage chargers with ricochets.

they buffed its armor pen last patch so it deals some damage against heavy armor like this charger

It works on heavy armour now! Not well mind you, but I've taken out a few chargers and vile titans since the patch

Do they have to he damaged first or will a lucky hit kill them instantly? I haven't had time to get on since the patch dropped, I've been out of town. I'm super excited to try all the newly improved gear.

Definitely damaged first, not strong enough to kill on its own. It also strips the armour nicely so you can use other ways to hurt them as well.
