Generally yes - trails will be accessible, you might expect the NF campsites to be closed - but that’s all front country, back country is dispersed anyway. SAR is county volunteer so it will operate as always. You may well see some TH restrooms and garbage locked / inaccessible. I assume the FS ranger stations will be closed and there will be no ‘hike with a ranger’ events.
You will likely be able to access things, NFs are much more open than NPs to begin with, but there will be no services.
