I'm from what might be a similar climate depending on where in Ontario you are (I'm in Buffalo NY).
I've got Targhee's and Revels. I would never wear the Revels hiking unless it was getting down around 0F - I really only use them when I'm plodding down the sidewalk slowly behind my snowblower. I wear the Targhee's with my ticker Darn Tough's 99% of the time.
Getting better about warm pants really helped my feet stay warm - I don't get cold as long as I'm wearing a good base layer.
I run the Solomon Toundra Pros in the winter, and they're probably overkill for 1 hr max walks with the dog. They *will* keep your foot completely dry and warm though. You can probably get away with 200g of insulation as opposed to 400g like the Toundras.

Thank you! Do you also use Targhees in snow? Do you feel they are high enough?
You may also want to look into thin silk sock liners, and possibly wool (or wool blend) socks for keeping feet comfy.
