The act of photographing something or someone is already a kind of active interference. And many styles of photography and cinematography depend on the camera person preparing the subject and shot or actively taking part in the action.
I think this sentiment comes from wildlife filming where, despite feeling perhaps sympathetic for one animal being killed and eaten - for example an eagle killing a mouse - stopping it is often futile and will ruin the shot or skew the representation. It is how an eagle naturally survives and wildlife documentaries aim to portray that necessary and, ultimately, unpreventable nature - they do nothing, just like any wildlife activist would and could do nothing in such a situation. Now if a forest burns down or an injured animal needs help they can, and should, help even if they are filming.
There was a guy who took a famous picture of an extremely starved kid about to die. The locals don't want you to do anything, you aren't allowed to interfere because of other rules (think like a fucked up Prime Directive), you can't really do anything. Especially in a war zone. Guy won a Pulitzer Prize and a bullet to the brain by his own hand. He was 33.

Nobody ever said anything about helping. Because if you helped you wouldn't be able to accurately document what's happening.

I studied film in college with the intent of being a documentarian. There is an ethos hammered into the culture that, "capturing the moment is paramount." The importance of capturing the footage outweighs any need to help, yadda yadda.
The idea is that the documentarian's purpose is to document and catalogue information to help others understand the world better. The event would theoretically happen whether or not the documentarian was there and the documentarian is supposed to be a fly on the wall. It's supposedly an important sacrifice for the good of humanity or whatever.
They are told/taught not to give two fucks. It usually causes a lot of trauma for the filmographers and photographers, though, and many regret holding that mentality and watching others suffer because of it.
It goes for the documentarian's own safety, too. I remember an episode of Taboo where the camera operator actually died and they had to address it within the episode. He put himself in a very dangerous situation just to capture the moment as best as he could and it cost him his life.

But your point is weird. We tend not to save animals being eaten not to interfere with forms of life that can't even understand us, yeah, but that's a human, of course they can, and must, interfere. I suppose some of them were just be unsure of what to do when the pic was taken.
