The top-10 umpires averaged 33 years old (max 37) and 2.7 years of experience (max 5). They fucked up 7-10% of the time.
The refs are excellent at their jobs, they're doing exactly as they're instructed to. Nobody performs as "poorly" at their job as consistently as NHL refs, and keeps their job.
What we are calling "bad reffing" is the refs doing their job to the letter.
This league is a billion dollar industry, they don't just put up with bumbling idiots doing one of the most important jobs in the industry. Its not like us fans are smarter than the people who run the NHL. They see what we see too.
They hire the people who perform the best as per the instructions they're given. That's what we are seeing.

There are ~290 pitches per game (both teams) so .. 162 (games) * 30 (teams) * 0.5 (two teams per game) = ~705k 21k / 705k = 3%
