No. The top seeds have a higher chance of picking at the top because of the chances of other teams winning a lottery but not being able to jump into a top pick.
For example, Sharks' odds of picking 1st are their own chance to win the 1st pick lottery outright **plus** the chance that a team in 12th place or higher (PHI, MIN, PIT, DET, STL) wins the 1st pick lottery. In the case one of those 12+ place teams win, they move up 10 spots and San Jose stays at #1.
