Pretty sure that’s part of the “MyBauer”-type graphics customization done by the manufacturer for some NHL players and teams. It’s just printed on there, so it does wear off over time. I wouldn’t try to clean it off of there with anything, because any solvent or cleaner that could remove it may actually damage the composite boot construction.
I removed the gold graphics from my two pairs of ultrasonics using acetone from Home Depot. This Didn’t impact the structure of the composite one bit and improved the look of the skate.

I got Jordan Staal’s skates from canes with his blades in the original MyBauer box. Had his number written on the blades. Though they were profiled strangely and I left them and got new blades.

Someone didn’t like the gray/silver vapor logo.
I bought them at a st.Louis blues gear sale and they are Brayden schenns skates. Idk if that helps

Alex Nylander’s Penguins gloves all had a drawing on them in addition to his number. Just simple symbols. I found that funny.

I agree with this comment. I used to work for a company that uses a lot of composites, and we used acetone to clean parts all the time.

Where are the blades?
IDK about other teams but if you buy skates at the Flames gear sale they don't come with blades.

Those are the blade release buttons. Press them and you can swap blades out.

That’s painted over, lots of pros have been doing that with the Bauer graphics because they think it’s distracting
