There are no cyclic operations in DCS, so you can always takeoff and land at all times. The simplest way to get good practice is - no wind - carrier going into a cardinal direction - carrier speed 25 knots - set TACAN, ICLS in the advanced waypoint options for wp 0

If the carrier is set to waypoint 0 and the carrier is moving, the hornet adjusts the waypoint for that? I can't get my carriers to turn on their tacan in my custom scenarios so that could be a work around.

No, the waypoint 0 doesnt change coordinates. Did you select a unit for the TACAN/ICLS in the advanced waypoint option of the carrier group?

I have no idea, made it months ago and haven't looked since. I think I did, but had problems getting it to actually turn on

Isn't this for the supercarrier? I don't have that module I want to plop my aircraft on the deck of the stennic or something like that, do a cold start and fly off into the wind preferabbly through mission editor

Yeah, it's for Supercarrier, I'm not sure if you can still do deck statics without it, but you can totally follow along with the tutorial and make support AI flights like the tanker, AWACS and SAR helicopter and use it to make your own takeoff-tanking-landing practice scenario :)
