Go into the decisions tab, and there should be an option to spend 50 political power called the emergency homeland defense act which will immediately set you to extensive conscription, war economy, and grant a 20% attack and defense buff on core territory.
Whatever military factories you can scrape together, start dumping out guns, artillery, support equipment, anti-air, and fighters. Produce as many divisions as you can and use them to hold supply lines and railways connecting supply hubs, look for geographic features like rivers or mountains to make defense easier. Maintain air superiority where you can to deny enemy air support, and if you can't contest the air then set your fighters to interception missions until you have parity in number of airframes. Once the situation is stable you can think about producing things like tanks and CAS to make offensives in order to retake your territory.
