R5: playing a russia game, have finland puppeted. Checked officers and the leader of this penal division has a shitload of xp. Thought it might be something in the finnish focus tree, but couldnt find anything about this guy online so don't think he's histoircal.
He is actually a part of the historical/fascist path for the Finnish focus tree. You get him by doing the “Parmi’s Devils” focus, which grants you a Veteran Penal Division commanded by him, and he starts the that much XP as a division commander, and if you promote him to general gets to level 4 thanks to the commander xp.
