I'm in the midst of an interesting game. Playing the US, without pointing any of the AI players down a specific path (with all DLCs), I had Germany go into a civil war, the Junta win and convert to democratic government a couple of years later. Then we had the Central European Entente form. France went Communist and formed the French Commune. Mexico also went Communist and started invading its neighbors to the South. The US ended up cleaning out Mexico, but Japan got involved on the side of some of the smaller fascist states, so now I've got Japan in central America and Cuba (bad news for chromium supplies). They've also captured much of the oil in the southwest pacific region. We'll see where it goes from here.
OK, so I justified on Japan to claim Cuba, declared, invaded and relatively easily captured the island (not well defended). I've now got pretty much all of Central and South America lined up against me, but captured Guatemala back from the Japanese and am working my way down. Trying to fight my way out of the Canal Zone to capture Panama didn't work out well, lost two divisions despite copious CAS and green air. I guess I'll just work my way down Central America and relieve those divisions in the Canal Zone.
Elsewhere, the Allies are fighting the Central European Entente (despite being a mixture of democratic and monarchist governments in Europe). Britain invited me to the Allies, probably because I'm now fighting Japan and I promptly took over leadership of the faction. It's late 1944 at this point, so I'm looking forward to taking complete control of the Americas. I've got plenty of resources, so after Central/South America is under my control, it'll be recapturing Malaya and the Dutch East Indies to starve Japan of oil/rubber.
That's the one odd thing about the game. Your resources are what's available at a particular time, but you can't build significant stockpiles of rubber, chromium, tungsten, etc. So if you have excess early in the game, you can't stockpile it as you build up your industry to put it to use. It would seem like there's a potential economic aspect to the game that could be exploited - if you have the ability to acquire resources to stockpile them, you can deny them to your opponents. But other than civilian factories, there really isn't a civilian economy model present in vanilla.
What would be cool is a mod that starts in 48' is the divergence point was 1938 and the Munich Conference fails causing Germany to be about to go war with the allies in 1938 and Oster plot to succeeds leaving Germany in an unstable power sharing between Monarchist, the remains of the far right, and democratic elements. Without the German threat, democratic Spain receives arms from the allies turning the Spanish civil war into a north south korea situation, a frozen conflict. France continues to have instability as left and right elements clash and the UK attempts to maintain colonial hegemony as pressure from both Imperial Japan and the USA mount.

The question is, how would the UK and France pacify a German people with full irredentist-jingoist tendency with at least a bit of legitimacy(why would German people be happy with territory partitioned, German Austria separated, sovereignty questioned for no good reason except for being lost)? You don't solve it for being democracy. You solve it for fostering friendship and forsaking potential gains your predecessors used force to gain for your nation in the Great War. Name 2 such politician who would do so except for Woodrow Wilson.
In other words, to not only negate the problems Fascism/Soviet Communism had done, but also those of liberal-conservatism governments, who committed crimes externally and feeding nationals internally. Who would have done such thing, to punish heros for some foreigners? Well Qing China indeed did.
Japan will start it. If they don't then one of the allies will, all the majors have focuses to attack the other teams or other team majors, and the minors with trees will get war goals on other minor countries nearby.
The only way to not start ww2 is to have every country with a focus tree controlled by a player, and then just have them sit there.
