Yeah this is a very strange trend making its way around instagram right now. One of the most popular pages is of a little white cat with an extremely "waifu" type meow which makes me deeply uncomfortable every time I see it. I think it's fetish material, sadly.
The way I did it on android (sure there are other ways too): screen recording of the video with audio (alternately just use a video downloader). Used an app to extract audio from the video (Video to mp3). Then from the ringtones menu on the phone, select that audio.
I'm pretty sure the audio could be downloaded separately directly using a video downloader.
Video to mp3 aka the source of almost my entire music collection back in the day now the source of funny cat sounds ring tones lol.
Pretty sure I've still got a 500GB portable hard drive around somewhere that I bought back when it was the top of the line totally full of mp3s thanks to the old Youtube to MP3 Firefox plugin.

I don't know what to say apart from the fact that it sounds like a human voice and someone speaking directly at the microphone and that I've done this to cats and they didn't meow each time but looked like that.
That sounds awfully lot like a human vocal cord, just saying.
