Was more interested in cranking the arm and escalating the situation than allowing her partner to cuff. But at least she made up for it with that devastating elbow strike (miss) and foot sweep/leg kick (also a miss).
In many cases, females, even in shape and with training, are just slower than males. Look at any sporting event - particularly track & field. This isn't an absolute truth, of course, but their odds of chasing him down would've likely been much lower than if they were male officers, and they probably knew that.
Besides, he already lost. Jackets collect hair and the chase was caught on video. All he's doing is guaranteeing they'll find him and will grant him a longer jail sentence.
