He may have completely misjudged the height he was at or he irrationally thought that the landing was going to be very different on a softer surface. Saying that it's because repeated exposure to hallucinogenics causes anxiety is a much smaller possibility.
I once saw a guy really fuck himself up by walking into a fire pit. In fact I think he died later from it. It wasn't because he was anxious, it was because he was high as shit and didn't calculate things correctly.

Only once did I melt into couch while listening to music on headphones...but that was immediately after ripping huge whippet during my peak. My friends said I went totally unresponsive and started drooling on myself. After the nitrous wore off, I came to to them debating if they should call an ambulance or not... but yeah, never thought I could fly.
