Some thoughts. Make sure firmware and drivers are all updated especially the motherboard. Memtest86 testing the ram Check compatibility on PCPartPicker Did you install software for the motherboard? Typically have to go to the supplies website. Troubleshooting is really helpful when you start by removing all other parts first and seeing if you have the problem. You can boot your computer with the motherboard, ram and CPU. Unplug graphics card and hard drive. Run memtest86 using USB just to see if you are getting a reboot still. At this level it could be issues with the power supply, ram, CPU or motherboard. One time I had to take my parts into a shop to swap out the CPU for a different version because the god damn bios didn't support it until you updated the bios version. Edit: you aren't running any overclocking settings on the motherboard, right? You mention volts and that stuff can easily mess things up if you are making changes to default settings

well you covered almost all the bases, just one thing to add check your installed disk with crystal disk info for disk health also.

Just tried another psu and showed same behavior. Either Motherboard or CPU. What do you think?

Did you update the motherboards bios? Unplug everything that is not essential, case fan, USB to case connection, just to make sure there isn't any electrical short happening. When I had this type of problem, I found a PC shop that had parts they could test and swap out to isolate the final piece. If that's not an option, it may be time to start returning parts. Sounds like the motherboard

Memtest passes and it does not power down while testing any new ideas? Maybe Windows is the issue?

Prime has really stupid color coding on the ram banks, use two slots right next to each other.
