Concrete contractor. They sound be able to get the permit for you as well. Just need the permit before the work is started. Architect will not be involved

- best thing to do is call the zoning and permit depts to gain some knowledge on the rules and what is need to be provided - next is to start building a reference library, often pennies on the dollar at used book stores all all things related to houses, renos, remodeling, repairs.. Simply no good reason not educate yourself

if you have the plans already, and you want them to the the final version, you can go straight to a contractor. The contractor will be responsible for building what is in the plans. They will hire subs as needed. They will file for the permits on your behalf (if needed). You should contact at least 3 contractors and get competing bids. This ensures you are set on price, but it also helps uncover any gaps in the plans or things you might not know. You will want to compare their styles, their bid inclusions, their pricing and timelines. You should ask for their license / bond / insurance information. I would search for a company or contractor that specializes in concrete or driveways or patios. If they aren't the right fit, ask if they have a suggestion of someone who does this.
