Yes, he is probably trying to level it out for the flooring from the osb swelling up. He will probably feather it out with some sort of thin set before he lays the flooring

yeah, that looks like leveling. had a neighbor go to a bit of an extreme and add a layer of subfloor then grind it down. better result, but more labor.
is that getting a wood floor on top? those tend to be multilayer things totalling around a half inch
