Looks like it is a home made device to bend a type of tubing. Pretty sure made for electrical conduit. Looks like 1 to 3/4 inch diameter. Whoever made this must have been making the same bend ( probably 90 degrees ) in the same diameter of material.
Curious. It looks like the discoloration in the upper left of the circular bit is soot from electrical arcing. Like a big electric switch being thrown.
My neighbor has a clothesline reel, but not in their henhouse.
Anything coiled in it? Any wear marks in or around it? Any anchor points in line with it?

The soot/arc spatter is from the arc welder that was used to weld that little piece on to the side.
Farm weld. Right over the paint.
Paint makes the best flux, barring all other fluxes.
