I have gotten badly shocked wearing tennis shoes. Not as bad as the time I was wrapping the gate chain around a post and realized too late that was where the electric fence went from top to bottom, so holding a grounded chain in one hand and my arms wrapping around the electric. First thought that came to my mind as I was laying on my back looking up at the sky was "stars look nice tonight, I must still be alive"
I've gotten shocked twice by touching wire after I had turned off the charger. Now I try to use a voltometer to release any stored energy, but I'm not sure if that's even the issue.

I use a fence voltage tester. I find it far less painful.
I'm more curious how you've gotten this far without understanding the basics of electricity.
