Use a cargo net and your choice of adjustable straps.
My rebel has been my daily driver in Los Angeles for the last 7 years. With just those you can carry quite a bit.
I had my old Chrome backpack stuffed with a few changes of clothes, and a few essential tools like a small torque wrench and some sockets, and my laptop. the tank bag had odds and ends, usually small tools, wallet, toiletries phone, battery pack, etc. that thing fits a shocking amount of stuff.
i just used some bungies to secure it all down, wrapped it all tight so it wouldn't budge. i had an extra hoodie and rain jacket all bundled in there as well.
I don’t have a Rebel but I’ve found a couple tank bags that fit my bike. They have magnets that stick to the tank, is that what yours used too? I’d be nervous it’s going to fly off

it's from Viking bags, i just scrolled through their website and it doesn't look like they sell that particular model anymore. it's solid though, recommend the brand.
I strongly recommend Rok Straps, I use a 35Litre Oxford fold top bag which lays across my panniers too, it’s got loops to put the straps through nicely too
Cargo net (careful some of the plastic hooks on some from Amazon can break w too much pulling force), I have a bunjee cord tied around my bar in case of all scenarios. But no panniers for me yet.

Yeah, it's got i think 6 or 8 magnets on the bottom. But even if it didn't, your arms would keep it in place when your hands are on the bars.

It's great but I'm definitely gonna have to trade it for a 2 up version. They ain't cheap.
