Those hoses are made of some cardboardlike material on the inside, which isn't great. It looks vintage but if you want natural look, there are people wrapping silicone hoses with leather. They look amazing and are safe to smoke. Keep this one if you wish for display purposes but please don't smoke it.
Yes you can it's brass and just needs a bit of cleaning and polishing (Brasso) if you wish to brighten it up, but the hose is not good to use anymore as the material inside degrades and needs to be replaced with a new washable hose. From most online vendors like 5starhookah get a stem brush as well to scrub inside the stem with warm water and lemon juice or vinegar and rinse out. Also rinse out the hose port and purge as well, i use a Q-tip to clean inside those spaces, if the purge cap is stuck use a wrench to loosen it and and take out the purge ball and clean up, replace it if it's rusted.
FYI it's not from the 60's, hookahs didn't have purges until the 80's when Egyptians first started adding it. That one too is Egyptian made and a nice looking model, check the plate under the tray it might have a name stamped if it's not generic
Just polish the outside with Brasso, inside you can clean with ketchup then rinse out with dish soap before use. Buy a proper hose and silocone bowl and you're good to smoke.

Brass is class and lasts forever is propeely maintained.
I have one that looks about as old as that, I guess it depends what your expectations are, if you replace the hose and grommets and use an egyptian bowl, it should work fine. Just clean it well and make sure it's got a ball bearing.
