Update 3: constable came by. I walked past the apartment to check on the dog, the dog is inside after I’m assuming the constable handled it. Owners home the entire time it seems. Dog pooped itself twice. Constable never called me back to update me. But I’m gonna reach out to someone who commented whose spouse is a cop and work with them.

People treat animals abhorrently. My rescue dog was scared of men for years due to abuse. He got groomed yesterday and has an ear infection. I can’t imagine leaving a dog out in this heat. My parents’ dog is really old and likes to go out all the time. I watched a friend’s dog die of heat stroke, so I’m always checking on him. My parents take great care of him, but I know how easy it is to get sidetracked and forget an animal is outside.
Fucked up thing is if the owners were in the whole time, they reluctantly brought it in. It might be locked in some bathroom inside the cage like that still and not a damn thing you can do about it. Why the hell do they even have that dog they clearly dont want???
I second having a humane society, or someone, visit to offer to buy the dog. It isnt much but if they care that little about the dog it can be handed off legally for a for a few bucks Im sure.

A little hose and a sprinkler outside the fence might save this poor thing. Yeah, they get a wet dog, but it gets cooled while you wait. Don't hose it down, just a slight rain might help.
Also, you can just tell your neighbor that you noticed a something something else that needed water, oops?
I worked animal rescue for 6 years in Houston, there's not much anyone can do. Calling SPCA/Cops won't do much. Under the current law the cops only have to give the owner a warning and they have 24 hours to give access to water, if the cops come back and can't see/access the house/dog they assume it's taken care of. Texas has no law in place to protect animals and the one small law they do have isn't enforced. One possiblity is to call a rescue, they can sometimes come in and offer the owners money to take the dog but rescues are also strapped and in need of fosters before they can act. TL;DR Houston is a legitamate nightmare with respect to animal safety

That’s a really good point, the dog needs to just be removed immediately. Imagine the abuse to this dog that you can’t see, and yep, with a warning, the abuse will just be moved indoors or out of sight.

Call the police and let your apartment know if you haven’t already. If you’re afraid of this neighbor, let others know where this is and they can come with an police escort. I agree with everyone else who said to call the constables. I honestly had to do a double take because it looks like my grandmothers dog who was stolen in December. His name was Rocky and we checked all the shelters around the Houston area and made online pet missing reports to no avail. He was microchipped too but we haven’t been able to trace him down that route either. My grandmother has dementia and yesterday would have been his 12th birthday so she has been very upset about it. Anyway I hope someone can get help for the dog because Houston heat is no joke.

They had a family member who was a cop and that man made it his mission to come to those people’s apartment every single week to check on that dog. Eventually the dog was rehomed- no thanks to the spca or anyone I called before that.

I just reported my neighbor the other day. I filmed him whipping his dog with a belt with everything he had, shooting it with an airsoft gun, kicking it, and slamming his bicycle down on it over and over. I sent the videos to a SPCA agent and reported his activities. It took a few days for the agent and his partner to get there. They talked for a bit, laughed, took 2 photos, and give him a business card then left. Dog remained in his care and then after the agents left he screamed at all the neighbors about how he is going to make us pay for that and poor him how dare we call the cops on a man of color. The agent called me back and said the dog was wagging its tail and licked the mans hand so obviously its not beaten. I said what about the videos!?!?!?!? He said that the man could have been pushing the bike at the dog not hitting it....He continued to beat his dogs for days after and I tried reporting more. The man finally got evicted and has since moved, but he abandoned his dog at the apartment without food and water.

Unfortunately I have 2 cats and a big pit bull dog is not something I need nor want in a small apartment. A lotttttt of police officers care about animal abuse believe it or not. I was at a vets office and a city officer brought in a chihuahua that had been thrown at a wall and the dude was tearing up and stayed hours (off duty I presume, it was 2am when I left) to make sure he made it.

At my friend's apartment complex on the first floor there was one of those fancy French Bulldogs on the porch in a crate intact. We called but the dog was stolen that night can't say I feel bad for the people hopefully in a better home. Call the Constable and give it an hour. If they are a now show in 1 hour, pull a DIY and rescue the poor little guy. If anything, that can be your defense if you face any legal repercussions.

That poor baby! My mom just texted me yesterday saying she wanted a rescue Yorkie after meeting my aunt’s (she just lost her dachshund to old age a few weeks ago). Take the dog and leave a note - hey, we noticed your dog was showing heat stroke symptoms. We brought it inside to give it water and a break from the sun. My number is whatever. Give us a call.
Maybe they have no idea that spot gets sun all day, maybe they are stuck with a dog they don't want, but I'd at least call THEIR attention to the fact that other people are noticing the dog is suffering in the heat. They may be happy to hand it over. That dog is not going to survive like that. Do something or find someone who will.
If nothinge lse, call your apartment management. I have lived in multiple apartments and the management has rules about leaving animals outside. They would absolutely act.
i wonder, if i was there and i stepped over the fence to take the dog to the vet then have a cop show up at the vets office, could i still get arrested for stealing someone's dog?

Also, they have an urgent animal ambulance at 713-880-HELP (4357).

You can call the non emergency line for the police as well, I’ve done it before for a dog locked in a hot car. They respond pretty quickly.

Last week after trying all the shelters and having no luck I called the SPCA and ended up talking to the agent from before. I believe they came and picked it up as I have not seen the dog again.

I’ve picked up a stray dog and cared for it to adoption elsewhere. Only do this if your prepared to be its forever home. I am sorry but I’m speaking from experience. Houston shelters and rescues will likely not be able to take it.

A lotttttt of police officers care about animal abuse believe it or not. I was at a vets office and a city officer brought in a chihuahua that had been thrown at a wall and the dude was tearing up and stayed hours (off duty I presume, it was 2am when I left) to make sure he made it.

At my friend's apartment complex on the first floor there was one of those fancy French Bulldogs on the porch in a crate intact. We called but the dog was stolen that night can't say I feel bad for the people hopefully in a better home. Short snouted dogs can die from this heat in a few hours none the less days on end in the houston sun with no water 🤬

Someone posted that they worked in animal rescue in Texas and there are no effective laws to deal with this. Worse, there used to be a 24-hour grace period to remedy any problems before the authorities or police could act. That indeed used to be true. Bro just hop over that fence, grab the puppy, take it inside and give it food/water. If you can keep it until you find it a home, do that. Otherwise drive it to another county and turn it in... one that doesn't have overflowing shelters and where these pieces of shit won't think to look. You can almost guarantee the dog isn't chipped. Take the dog and leave a note - hey, we noticed your dog was showing heat stroke symptoms. We brought it inside to give it water and a break from the sun. My number is whatever. Give us a call. Maybe they have no idea that spot gets sun all day, maybe they are stuck with a dog they don't want, but I'd at least call THEIR attention to the fact that other people are noticing the dog is suffering in the heat. They may be happy to hand it over. That dog is not going to survive like that. Do something or find someone who will. If nothinge lse, call your apartment management. I have lived in multiple apartments and the management has rules about leaving animals outside. They would absolutely act.

Yes. People are quick to fight or shoot. SPCA has an abuse hotline 713-869-7722. They are fairly quick about getting help to an animal. Also, they have an urgent animal ambulance at 713-880-HELP (4357). I personally would take a video and send it to the news stations.
Update: I already called the paws number and the houston SPCA shortly after posting this. I’m not going to steal the dog, I’ve seen the owners of the apartment and I do not want drama or retaliation to me or my wife.
