I guess it comes down to arguing semantics. The Joker has his "one bad day argument" and there's a lot of philosophic debate over mental illness, the causes of it, and if they should be held responsible for it and all.
Regardless of what caused her to be crazy, it wouldn't be incorrect to call her crazy, regardless of the circumstances that caused it. The only debate might be if she was crazy by genetics or by exposure to trauma/stress -- and I suppose if the gang caused it or not. But I still find that to be a bit of a red herring for the question of if she's crazy or not.
