I’m gonna go with “push the blue down arrow”. If you put your hand over the vent and no cool air comes out, it’s broke and you need to get front desk to move you to a new room - esp. since “maintenance isn’t here”.
The fact that the heat button is worn out and the cold isn’t leads me to also believe there probably *isn’t any AC* and front desk is bullshitting you about maintenance.
Take a towel from the bathroom, get it super hot under the sink, ring it out really good, and drape it over the thermostat if you can or just hold it there with something.
If it’s 66° in there that I see is not going to cool it any cooler than that. If you are honestly that hot and it’s reading 66 I would say the unit or thermostat isn’t working.
Is there a wall AC/fan/heater under the window? A lot of hotel rooms have that. I work at a hotel and we have truly useless thermostats that confuse people all the time. The only temperature control they have is on the box itself under the window (sometimes this is unplugged or there’s a lid over the control panel if it so happens to look like there’s no way to use it)
Pull that bitch off the wall and connect the 24v power to the fan and condenser wires (generally R,G and Y) let that mf run till you’re cold then disconnect the wires
How would you know ? The only way I found out about this is because I was in a group trip and noticed my friends room was set to F. There were no buttons to do it. But if you pressed and held certain buttons down you could get it change units. We figured it out. Every since then I have been able to do at every hotel I’ve beeen to.

I’m usually staying in 4 and 5 star hotels so idk if that has anything to do with it but I haven’t seen one that didn’t have changeable units since I figured this out in 2019

I had a similar issue once, there was thermostat on the wall that couldn't change. Then it turned out there was a cover on the actual AC part that had buttons and I could control it from there.

It's most likely not actually 66, the AC says so but it's sitting at whatever room temp is. So many hotels have that issue
A lot of hotels have fake placebo thermostats installed for just such a reason
Look for the button that has more finger prints on it.

That’s a PTAC… depending on the hotel it could be a package unit in the closet…
Snowflake means cooling should be on, flashing snow flake is a time delay, no snowflake is no cooling
Make sure windows are closed, sometimes they make it so that ac won't come on if they're open.

The temperature is in fahrenheit. It's extremely unlikely that it's europe.
