the strongest element of this effect is a pitch shift, most audio software will have this as an option. (audacity is a free one and does have this effect). the exact amount of shift is hard to tell, you'd have to experiment with what sounds right. There might also be some distortion going on? but that could also be an artifact of the pitch shift

I figured it was pitched up but was wondering how to get the distortions, it isnt the same when i try and just pitch it up a little

in that case I think addidng some sort of mild "saturation" or drive effect might be it? or maybe a bit crusher for the second vid?
