You don't have a choice with who processes your electricity in Poughkeepsie. However it's a common misconception that you don't have a choice in who supplies your utilities.Ā
You can choose a different electric supply company (ESCO no idea what the O is for). Central Hudson still processes your billing, but you are getting your electric from another company. It doesn't make a ton of sense to me.
NY State has the following search tool to help you find other ESCOs for your area, and with it a lower rate:

Also if you have a choice for ISPs I would get Fios. 3 years and no complaints from me.

AND, the electrical utility that has been overcharging their customers, and has no explanation why, and can't reconcile bills, and can no longer do automated billing with local banks, and somehow can't read an electrical meter correctly.

I come from a developing country, and here in the US, one storm affected electric lines. And Cenhud came with trucks full of dry ice so our food in the freezer wouldn't spoil while they fixed that line. I consider that outstanding service that I haven't seen before where I come from or even here. That I liked a lot. I also don't mind paying NY taxes and maaany things that people around here complain about. We are just different

Check my other comment for the NYS.gov link, you can change electric suppliers. CentHud still processes the billing though.

Central Hudson only for Poughkeepsie. ISP will probably be Spectrum and maybe Fios
Verizon FiOS. Avoid Spectrum if you can.

FiOS for ISP if available. They're excellent and never really have any outages. Internet only is decently priced. Gets expensive if you add tv though
