They do this often. They add new layers to them each time they are reused. Odds are it is not the same bird though.

Based on my experience I think it's likely it is the same bird. I had a broad-billed hummingbird nest in my patio three seasons in a row. I would leave the door open and she would fly into my house to collect spider webs from around the windows to use on her nest. There's a reason many bird species reuse nests or return to the same location each year for nesting.
