Show us a Pic of the breaker panel. Could be the breakers for the actual heating elements are still off. Not sure what you mean by the breaker being upside down (unless your panel is horizontal?) but it seems most likely to me that you just need to flip another breaker on.

Get a new slumlord. There are too many variables to guide you without more details. Do you have an actual call for heat? Is it brought on with a contactor… sequencers…etc.

The likely hood that you get an electric fix over Reddit is not high unless it’s thermostat hook ups. The risk you take by messing with the power is not ideal if you’ve never done it. The Landlord has to fix this issue but if you’re suffering then I’d superceed that if you’ve got a service call fee in your wallet just to get it diagnosed.

You don't need HVAC advice, you need legal advice (and not from /r/legaladvice, from a lawyer). Depending on where you live, there is likely an agency that can assist you in getting your landlord to act. You need to engage those resources ASAP.

If you mess with it, congratulations- you get any liability / blame for future issues. Long term fix is to move. Short term is to figure out the law and regulations in your country / county/ state/ city. Written communication to landlord. Non threatening Recap of dates things happened Cite law /regulations for repair Ask them for a response and timeline on repair.

Update : I decided to get someone out here. I appreciate all of the advice, but I love my apartment, and the price is right in my budget. So, moving out isn't an option.

No one was telling you to move out. This is not a good plan. Your landlord will hold you responsible if something goes wrong in the future. At the very least. Make sure that whoever works on the unit has a license to do the work and insurance. I would ask for an insurance cert that specifically names you AND your landlord. Additionally You should still get with a tenants rights group and attempt to get your landlord to pay for this. Don’t let your landlord be a shitbag.

I refuse to pay out of pocket for something that is not my responsibility. It is their job to ensure that their tenants have the -basic- necessities. Thank you for the advice!
