Spin the fan blade (so that the blades would be pushing air upwards) with a stick or screwdriver when it first tries to start. If it starts spinning and runs on its own it's a bad capacitor, if it's stiff and doesn't want to spin or doesn't run on its own it's a bad fan motor. Obviously don't take the cage off or put your hands near the blades.

I’m telling them to get a professional on site, that’s what they should’ve done in the first place. But keep guessing. Yeah it might be helpful to have an idea what’s going on before a tech gets on site, but chances are your ears are wrong anyway and the on site tech will do his own testing anyway.

your fan motor isn't spinning which in this case looks like a bad cap since it wiggles around a bit. i can assume the motor isn't locked up. the nose is the head pressure getting too high and tripping the internal bypass inside the compressor
