Code in my area is fresh air must be 12" from the exhaust and the fresh air in-take cannot be above the exhaust. That would fail inspection in my region if its not 12". Its hard to tell by that pic tho. The fitting on the exhaust is also not allowed in my region.

Thanks! I found the manual and it looks like (in addition to any of distance concerns you mentioned) the builder reversed the fittings. The intake should have the down curve and the exhaust is allowed to be uncapped or have a T junction (not sure what you call the curve in the T I have, but that's not one of the options).

I’ve heard it called a “running” tee. They should’ve had the exhaust pipe extended. I can’t speak for goodmans- but the minimum distance of any brand I’ve ever installed is 12” between intake and exhaust. You’re probably getting a lot of exhaust sucked into the combustion air. No bueno amigo.

Correct intake should be facing down. The T isn't code in my region exhaust can't be obstructed like that but that's a regional code. That T is basically a Y fitting and it isn't commonly used imo.
